Hi Tom,
I'd say yes, the general standard of ply has dropped significantly over the past few decades. I have pieces of 3/8" ply over 30 years old that are still good. Ford transport crates that my uncle got his hands on. Some of the pieces have been outdoors without much maintenance for those 30 years. No de-lamination, just some surface splitting in the outer layer from weathering.
