It's a variation on the idea of PSA sandpaper, usinging very fine abrasives and a mylar film backing. Lee Valley has it in 15 and 5 micron abrasives and 0.5 micron in a non-PSA sheet.
The first place I heard about these films (and I may have learned this on this BBS) was in the paper making industry, where these abrasive films were used to polish the rollers in paper making plants.
