Re Question 2, for minimal effort I'd go with Pygmy's Arctic Tern 14 kit, but for a pretty and well-tried boat, I'd do Nick's Great Auk 14--a pretty stripper, great tracking based on his assorted comments, and wide enough that stability should be no issue at all.
