Nathan - while I'm not positive about how your supplier grades plywood, I am familiar with what is referred to as Finnish Aircraft Birch. Made in Finland (duhhh!) the stuff is extensively used for homebuilt aircraft. It finishes clear in a beautiful, honey color if just epoxied/varnished. You can get it down to 1/16 inch thick, but price goes up. Seems most economical thickness is nominal 1/4 " (4mm.) and as you move either way, prices change too.

Take a look at on-line catalog at http://www.aircraftspruce.com/main.html and see how their pricing matches your quotes. If yours is considerably less, it could have less plies of veneer, or it might have voids or "boat-patches". in which case I would ask the supplier for a reason "why" it is so much less.
