If you want to go the stitch & glue route, Pygmy's Osprey Standard meets at least a few of your criteria. It's length (less than 16') is deceptive, as it holds as much as many much longer boats, due to virtually no rocker and a wide 24" beam. The minimal rocker means it tracks like an arrow, but the wide beam (relative to many 22" boats) makes it a little slow. If you build it with bulkheads and hatches, you get very easy storage access, as Pygmy's hatches are BIG. Happy building, happy paddling.
