It wont come off with a heat gun, at least not without damaging the wood underneath.

There are strippers that break it down. Just be sure you use them in fresh air.

This has the indications of a fairly serious problem...

: Does epoxy resin come off with a heat gun? or must it be sanded off? Is it
: ridiculous to re-glass the entire deck?
