I don't have any more detailed photos, but this is pretty standard Greenland rigging. If you go to www.qajaqusa.org you will find links to sites that may illustrate this better. If you can find a copy of H.C. Petersen's "Skinboats of Greenland", it contains a good discussion of Greenland deck rigging.
Toggles are sliding bars that tighten the deck lines. The lines on my boat are 4" apart and the holes in the toggles are 2.5" apart. As you slide the toggles toward the gunwales, they tighten the deck lines. The lines can be used for storing gear and paddles, as in the picture, or a paddle can be inserted under the toggles from the side. Sliding the toggles outward clamps the paddle to the deck, creating a solid outrigger.
