Whew, trial and error. I haven't seen s/g plans anywhere near want I want to try but taking off from something that works would be a good start. You should scale the distances between heights to shorten, like instead of having height measurement at every foot use 11 inches or 10.5. My theory is to build a half mold on a strongback with plywood forms every couple feet and fasten stringers. I'll plane the stringers to get an edge where two planes meet which will be the panel joints. Then I'll trace the panel shapes off the stringers. Kind of like a s/g Walrus. No idea how many times I'll do this before I get them right. I'm shooting for almost zero deadrise at the widest point, increasing towards the ends. A few inches of rocker in the bow, almost nil in the aft, in fact I'll probably keel the last few feet. Lot's of flare full length, probably maxing out at the sheers abt 28 inches. Length a bit less than you, 12-13.5 ft. Theory is to get at least a little tracking with a V hull and no rocker aft, a little secondary stability maybe with the V and the flare. Hoping for a little better speed in flat water by using the flare but still be able manage 2-3 ft waves if have to. The SOT part is a little fuzzy. I want the seat low. I don't want a wet ride so my idea is to keep cockpit large and open and have a water repelling coaming, but fill in any space that might be water inside with buoyancy or watertight storage. Something you can climb into paddle with only a minimum of water sloshing around in restricted spaces. The true SOT's I've seen (but never paddled) seem to have a high center of gravity and wide, flat bottoms to make up for it.
