Hi Mike, it seems like such a place would exist. I think there is a boatbuilder's Coop like that in Port Townsend. I live in Bothell - was looking around for space on my first project (3 years ago). A friend ended up offering his garage in exchange for my expertise... It's not the ideal arrangement but building two boats with a friend is one way to go.
Re borrowing tools/sharing ideas: There are lots of builders in this area. Just put the word out and you could probably borrow just about anything you need.
