If you want a permanent bond, spray both surfaces. Let it dry tacky, and you only get one chance to put the pattern on right. I do quite a bit of this for scrollsaw work. For a more temporary bond, only spray one surface. I dont usually do this, because the paper will tend to pull up on the edges of the cut.
If you do want to remove tha pattern, soak the paper in paint thinner for about 5 minutes, and it will peel off.
