Don't use water-based urethane: use oil-based. Bill Low recommended Zar Satin Urethane and it worked well for me. At $24/gallon, Zar is a pretty good deal, too. Any exterior urethane should work OK, but I haven't tried any others, so I can't give you any comparison data.
