I hear you there Jay. I always clean and sand if I cant' get a 2nd coat down while still "green". Others have claimed you have 24 to 48 hrs for a chemical bond but thats bunk with some epoxies. I have also read reports from the experimental aircraft builders (EAA member) that delaminations have occured when not properly preping even with a so called "non blushing" epoxy. Even the no blush still need to be cleaned before a 2nd coat.

Why take chances when it only takes 15 minutes to clean and create a "tooth" for additional layer to bond to.
