You don,t say where you are located so it is difficult to size the amount of heat required. You must also consider what you want the heater to do, do you want to continuosly heat the garage, heat to a minimum temperature( say to keep from freezing ), or heat only when you are working ( rapid heat up ).
Continuosly heating will require the lowest output heater, while rapid heat up requires many times that size.
For example ( even though I have worked in the electric heating business for over 20 years ) I use a propane radiant heater ( portable type that sits on a 20 lb gas bottle ) for rapid heat up in the depths of winter ( I,m located In Canada ), cost about $ 150.00 CDN. To maintain the temperature I will switch to a 4800 watt blower heater ( retail cost about $ 60.00 CDN ) which will maintain the garage temperature at a comfortable level ( if fully on 100% of the time would cost about $0.50 per hour to operate, as it has it's own thermostat the amount of on time varies with the heat loss )
I also have a 1500 watt radiant heater over my tablesaw and workbench for when I just need heat for a few minutes and a portable baseboard for curing epoxy under the boat with tarp suspended over it.
Be careful with gas, propane or any heater with an open flame, insurance companies do not look farourably on garages with these types of heaters ( I assume they think you will be parking your car in their as well )and may not cover any damages due to a failure of these devices.
