"Too Weak" is a relative term. Some canoe racers have been known to build stripper canoes and not glass them at all. The result is super lightweight and very delicate, but it seems to be worth it to them.
Note that just the wear and tear of your feet moving against the bottom of the boat will wear through any coating of epoxy very quickly. I've actually worn through the Kevlar on the inside of one of my older kayaks. You will want at least three coats of epoxy on any exposed wood just to be sure you have sealed it properly. You might as well put a layer of really thin glass if you are going to put that much epoxy on it.
So the answer is: Yes, you can skip the interior glass. But you can not do it with out significant consequenses with regards to strength.
