For question 1: I suppose it really depends on what you are using for the bulkheads.
Question 2: There may be as many reasons to try this as to not try it. Since I have a more critical nature, I will point out why I would not do this. 1st, the foam will absorb the epoxy and become very heavy. If you still wanted to use this type of foam, you could make a lite weight slurry of miro balloons and epoxy and try to seal the surface of the foam. Sealing the foam is critical because it will not only obsorb epoxy and weigh a ton, but what ever has not been saturated by epoxy will certainly soak up water which is not a good thing either.
I have used the micro balloons/epoxy slury to fill the pores of other foams with great sucess. The reason was so the resin did not fill the pores and add unecessary weight.
