i wonder if:

you put a rounded portion or pulley in the end of the ctr floorbd mounted flat horizontally just beyond the footrest- say between a rib and a 2"x1"x1/4" pc mounted on top of the board . then moved the cam cleat to the rt over the space between the ctr floorbd and the rt floorbd then attached the blue line to the sam right side of the carriage and ran the line in the space on the right of the ctr floorbd around the flat far pulley and then back in the space on the left of the ctr floorbd, then around a rounded portion of the ctr floor bd.

so you'd get a simple loop, adjustable front and back by pulling on the line on either side, and it'd be held in one location and wouldn't fall backwards when bow raised up or big water sloshing around. and it'd look ok and compact as the line runs in the slots in eithre side of the ctre floorbd.
