How are your toggles installed? If you drilled holes through the hull, shorten the toggle lines so the toggle cannot flop over the bow. If it stays on deck, it will be less noisy. If you want to quiet it further, you can use Velcro to attach it to the deck when it's not in use. You could also use a lenght of bungee attached to the deck at one end and the toggle at the other. The bungee will stretch and allow the toggle to work properly, but will keep tension on it when it's not in use. I've seen boats done both ways.
