Safety. But, I would rather have a stiff perimeter deck line than no perimeter deck line. Softness and flexibility go hand-in-hand. My thinking is that flexible (soft) is easier to get my fingers under when I, or the person I am rescuing, grab for it as it lies on the deck. I also think flexible is easier to manipulate as hands get colder.
