If you took a piece of tin or pop can and punched a bunch of holes in it with a nail you would end up with dragon skin.
It works great for final shaping on minicell foam, I liked it much better than sanding.
NWOC sells it but didn't have a photo in their catalog. It is near the bottom of the page
