Yes, this is true. Or you could use acetone, MEK, MIBK, xylene, toluene, IPA, butanol or any of a lot of other organic solvents. But a home-brewed blend won't perform as well as an engineered blend. The CPES guys have been working on this formulation for decades, and the current blend has 18 different solvents at different concentrations. CPES does penetrate far better than any of the other engineered blends out there. I did a quick-and-dirty comparison of 4 penetrating epoxies before I settled on CPES for the log house museum renovation. The writeup of the Rot Doctor's own homebrewed testing is at the link below. There is no standard ASTM test for this, it's basically uncharted water. The test results were not faked, and they are in line with what I observed independently. Take a look:
