Check out Dover Publications. They are a major publisher of copyright free, camera reasy, designs for use by artists and designers.
They play both ends of the field: You see a lot of stuff from their books showing up in clip-art files, and a lot of stuff from old clip art files (once the copyright has expired) will show up in their books.
From their website
http://store.doverpublications.com/
I did a search for "native american art"
and got several hits on printed books and on CD-ROMs.
One listing for a CD_ROM mentioned nautical themes, too. The URl for this is

While the book is currently out of print, I'm guessing that they will probably be printing more. Dover is also a big publisher of facsimile editions of older (out of print and/or out of copyright) books. You try and place an order online with Dover. or, you can see if Amazon.com has a copy or two in their inventory, or you can check at art supply and craft stores.
Here is a $6 book of 391 north american indian motifs, redy for reproduction:

and they have a book of stickers(!) for a dollas thaat has 37 balck and white north american indian motifs. Such a deal
hope this helps.
