Joe, sounds like it really is an amine blush as is normal for the few medium and fast epoxies I've used. Last week I made two test panels with 4mm ply, using fast epoxy thinned with acetone and lacquer thinner, there was blush, did the other side with slow epoxy and thinners, no blush.
Given that the seller of CPES has not used it on strip hulls as mentioned by Pete it looks like the jury is out until hearing from someone else who has used it as you are intending.

I am guessing,,take that for what it's worth, that given the fairly open pores of wood that are still covered in amine blush with CPES that the mechanical bond would still be pretty good compared to a sealer coat of standard viscosity epoxy. I couldn't imagine glassing knowing that was there though.
Did you say the outside of the hull was already sealed?
