I think the toughest thing would probably be creating the forms beforehand, and trying to figure out how they'll fit two paddlers best.

I would imagine if you were willing to build and glass the hull first, then hot glue or clamp in temporary deck forms, you could fit the deck to the hull (and two paddlers) quite a bit easier.
