It will make the boat substantially less stable, but it will still have quite a bit. At 28" it is rock solid. At 24" it will be more "responsive", but should not be too bad. The narrower boat will probably be easier to paddle as it will have less frontal area and you wont have to reach as far to get a paddle in the water.
