I used System 3 Clear Coat on my first boat and it took a long time to harden. I never knew if it was me or what; it wasn't the cold. Eventually it did fully harden after about a week as I recall. I wouldn't do anything drastic yet - it will harden as long as you mixed it properly. Scraping it now would just turn things from bad to worse.
