It's unfortunate that you have to pay for your designer's inexperience as a woodworker.

I wish people would just forget about using 2 x lumber. It is not worth playing Russian Roulette
with your kayak. Someone will get screwed and you are it!

Using a 2 x 4 as a strongback is a VERY unreliable technique. Construction grade lumber
is sold wet and will warp. I've seen people suggest using a couple 2 x 10s arranged to make
a T cross section. Even this is not reliable because the moisture content is so high it will warp.

This is such a basic construction error I would just start over. I know you don't want to hear that
but you will spend every minute from now on trying to fix problems this will throw up for you.

Each strip you have glued in place has reinforced the error. You can try to cut along the joints of
some strips, most of all those on the hull bottom to try and shift the "off" stem back to the "True" position.
This would include cutting through the strips at the stems to allow the hull sides to shift as
need be before regluing at the new position.

First I would determine how much of an error you really have. I suggest getting somehow
stretching a string down the keel line to see exactly how much curve you have. If it is an inch
you may be able to make adjustments as I outlined above to both stems to bring it back to near
"True". More than an inch off would be hard to correct.

Starting over sounds like a bad idea, more cost for new wood, more time to get back to where
you were, but you will have this kayak for a long time (if you do it right) and you have learned a lot
and you will be so much happier with the rest of the work knowing it's right.
