: Ok, end result is that when moving down from the top of the deck to the shear

As a first line of attack, I think you're on the right track here. How about cutting a form or two to go under the problem area? It/they could be interpolated from adjoining forms. Then you could make a halo form or two as in the pic, strap it/them down tight, wet down the area to relax the glue, and give it a couple days to come around and dry out.
If this doesn't do the whole job, you can still do saws, knives, power tools, infills etc. later on.
