Varnish before glass would not be the way to go. As for good epoxy at good cost I have heard from many that their choice is Raka. As for glass I could only suggest 4oz. E glass, others have said satin glass is good too. I haven't built a S&G, but others (many) who have say that glassing the deck fully is not necessary (excepting any seams).
