Drill holes in the deck for the fittings, make sure that they fit from the outside, tie a string to the cross piece in the fitting, fish the string through the 4 inch opening in the bulkhead and the fitting hole, pull fitting into hole in deck. You can wipe thickened epoxy around the rim of the hole just as you are ready to pull up tight.
