Not to be anal about this somewhat trivial matter, but "just to set the record straight" chemically water in its liquid form is larger than in its gaseous form. (and even larger in the solid state) The individual molecules of course are the same size, but in a liquid the molecules are held together through a process known as hydrogen bonding. In a gas phase, you have individual molecules of water that have virtually no attractive forces toward eachother.
The big picture is that there are other forces in effect here such as capilary action - surface tension......The bottom line? Does it really matter for your purpose...probably not
