Wonder if I could lay both layers at the same time?? (Have already sealed the wood). Thanks.

Yes you can wet out both layers at once. Both David Hazen's Strippers guide to Canoe Building, And Gil Gilpatrick's Building a Strip Canoe, Say to do it that way. Probably be easier to wet out one layer at a time though.
