I suspect the cloudiness is in the epoxy. Some West Systems is subject to clouding. (you need to use their 207 hardener to avoid it) This does not degrade the strength of the boat, but it is ugly. The only way to eliminate it is a lot of work because you need to remove the glass. Personally I would rather build a new boat than sand off all the glass, but you can do it. Use a high speed disk sander and very coarse sand paper. Work very carefully.

Since the cloudiness does not hurt the boat I would just lightly sand the varnish and add new varnish. If the varnish is good shape, just a little dull, a light sanding with 220 will probably suffice. If it is rougher condition, cracked or peeling, you should remove it with 80 grit and work back up through finer grits. Then reapply the varnish. This will probably not removing the clouding, but it should protect it from further problems.
