I agree with Nick that the cloudiness is probably in the epoxy. I have refinished boats for people that have had this problem. sometimes cloudiness does not show up for some time after the boat is finished as the epoxy cures. Looks great on day one, but over time the cloudiness appears. Sanding off epoxy and cloth is not an easy task, and even when you do apply new cloth and epoxy, you don't always get a clean clear match anyways due to differnt absorption rates in the wood that has now been sealed. Not to mention the glass fibers that will be in your skin for days unless you were a full body suit and throw away the clothes afterwards. Try the sanding with progressively finer grits of dry and wet sandpapaer and then recoat with a good spar varnish. When was the last time you did a new coat of varnish? Many people I talk to think it will last forever once on the boat. This would be like expecting your sunscreen to last your whole holiday once you put some on your first day on the beach.
