I recently read about that idea in the February 2002 issue of Sea Kayaker Magazine. The author, Pete Roszyk, used a stock plastic screw-top deck plate fastened through his neoprene spray deck, screwed to a homemade plywood flange on the inside. Looks like there's a section on this at his webpage, listed in this reply.
