: I guess my last question on this topic is what do I do when I need a band

: band saw can be done with a jig saw (which I have), except for cutting out

I cut the curve in the paddle blades with a bandsaw. Since each half blade is 3 to 4 inches wide this is really the only way to cut the glued together blank. However you can use a jig saw to cut each lamination individually before gluing them up. This is obviously more work, but the result will be the same. You might want to make the pieces a little wider than you would if you cut the blank with a bandsaw. This will permit a little inaccuracy in the glue up.
You could also not bother pre-cutting the curve and just do all the shaping with a sander or plane. But this is a lot more work.
