Each coat of epoxy has tendancy to telegraph the weave pattern through from the layer below. So even if you have enough epoxy to completely cover the weave, you may still get the weave pattern on the surface.

I would sand the surface you have now until the surface is smooth of you start hitting the fiberglass, whichever comes first. If you still have some texture after hitting the glass,add another coat of resin over the whole boat and repeat the sanding. If you have a few isolated "dimples" you can add a drop of resin here-and-there to fill the dimples.Use a cabinet scraper to smooth off the drops.
