Epoxy: Does inside need fill coats?

Hi-
We are doing a Pygmy Wineglass Wherry as a group project. We just finished glassing the inside, which we will finish bright. I was wondering if we need to completely fill the weave on this glass as we did on the outside of the hull, or if we can leave it with a “non-skid” pattern.
If we don’t fill the weave, we can’t sand it fair without cutting into the glass, which we don’t want to do.
The main question is:
Can you varnish over non-sanded epoxy?
Will this effect the adhesion of the varnish?
Will a light buffing with steel wool be effective?
We want to avoid using a lot more epoxy, and a lot of sanding too.
