Have you considered contacting U.S. Customs? Since 9/11 goods crossing the border into the U.S. have been held up for inordinate amounts of time for a variety of reasons. I realize 5 months is a long time to have to wait but time means nothing to customs agents.

What method of shipping was being used? Maybe you could contact the company responsible for your package.

There are a myriad of possibilities here but I have a really hard time believing that Robert Morris would intentionally rip you off.
