I'm assuming you're applying the primer over epoxy.

First you need to call the epoxy maker to see if the primer is compatable with
the epoxy you used. I had the same problem with varnish until I talked with
my epoxy maker and they said not all finishes will react and cure
properly with specific epoxies.

Epoxy takes weeks to fully cure. If you coat before then you can have an uncured
finish unless you use a compatable finish. This is your problem.

You can probably easily remove that uncured primer with alcohol and steel wood.
