do the wood screws screw from the inside to the sheer or from the o/s thru the shear into the predrilled holes?

if you have a set of keepers or yakima in your other boats or know them well, what is your assessment of the relative merits of the sealine footpegs only to the others? like in strength,robustness and space taken up.
