what about presurveying the hole(stereoscopic) and premaking sandwich panels that fit. they would sandwich around spray or setting foam which is enough to float. drag over, let wave action into shore. say they're 3 or 4ft wide, attach axle at each end w/ 2 sets of wheels and dolly each up as each is the frame of the dolly,

run some reinforcing mesh over and cap w/ 2 in of lightwt topping.

or if structur is not important just an air or vapour seal, fly a foam applicator over and fill the hole with a couple of feet of expanding polystyrene or polyurethane or the most basic poly isocyanate. cover w/ a UV barrier.

or what about rolls of say 2in galv steel decking crisscrossed.(like each is precut to shape, and then rolled up for ease of transport) foam or topping over

or half fill barrels of drymix(so it floats) and drop off the side of the barge next to shore, let float in. dolly each up to the site and get a water bomber helo to gently let off some water to hand or machin mix in place. like use the $ for the critical time material(the water) rather than the whole weight of the aggregate as well.
