Thanks for the ideas, guys...I went down to the coast today for other reasons, but spoke to some locals...turns out there is another island 1/2 mile away, with pilings, that might be suitable as a staging area for a large barge, and then motor the stuff over to the smaller island as needed.

The remains of the structure to be "capped" are somewhat elevated, and the cap has to be strong enough for a large piece of permanently mounted equipment...in addition, there is another historical structure contiguous to the site, so no explosives! Now I'm learning why there is a category of engineers called "ocean engineers".

Funding? Let's just say I work for a "non-profit" (and they pay me like I'm one, also). Maybe I'll get to post a site picture in about 3 months.
