i can't tell for sure but 3 possibilities:
1/-release the setscrew on the actuator and pull the whole deal out
2/-smash the skeg end of the wire so it spreads out, drill a small hole, screw in a thin s.s. screw or machine screw to thread in from the 90deg offset hole.
3/-bend the last 3/8 in of the skeg wire back about 135deg. slip into tight hole that opens up a bit at the end where the 90deg small hole comes in. so now its jammed, but b/c the hole widens up it can move around a bit.
when want to release, jam a probe down the small 90deg hole to close up the angle a bit and pull out.
4/-same as 3 , but a little sloppier and put in a machine bolt so get a positive release.
