Wipe it down with a solvent

The fisheyes indicate that the surface is contaminated with some form of oil. You need to use a solvent to remove it. I used to use lacquer thinner, but was getting fisheyes on occasion. I've found that dentatured alcohol works better. It's also much less noxious and makes a terrific thinner if you're making your own penetrating epoxy..
