If I read you right, you want a 1/8" wide slot that is 3/16" deep? Use a 1/8" straight bit set to the desired 3/16" depth. You'll want an external guide for the thing somehow, as it is difficult to freehand a straight line or a desired curve; the router will want to curve and/or 'bounce' as it hits different densities/grain alignments of wood/epoxy. If you use a carbide bit, I wouldn't worry about dulling the bit.
Lots of dust and noise. You'll probably want to clean it up with a couple of light strokes with some sandpaper; if you 'clean' too far, you can build the wood back up with a little epoxy.
