The difference in the math here takes into account for the thickness of the strips and how they come together at each end of the kayak past the bow and stern forms.
I had the same problem in understanding this on my first kayak built from Nicks book and when it ended up a little longer than it was supposed to it dawned on me. I had thought there was a mistype in his book, but if you are going to end up with a 17' guillemot, build as he describes.
