Don't count on epoxy getting between the veneer and the strips. Capillary action will suck some in, but unless your veneer is made of narrow stripes, you can't depend on it get all the way under a large piece.

You want the veneer securely glued under the whole surface. Air pockets can weaken the layup. You can glue the veneer down using carpenter's glue, but I would put more faith in epoxy. Epoxy is stronger and less heat sensitive. If you try to epoxy down the veneer before precoating the strips you will end up with stains around the veneer. It is best to seal the strips to avoid the staining.

While you can get a clear lay up without a precoat, like Rob says, your results will probably be more consistent if you apply a seal coat a day or so before laying the glass.
