Most large internet providers will allow a person to create their own personal web page and store in on their server. Check with your provider to see if they have this service. Follow their instructions and create your own page. Upload a few photos in JPG format and viola. Steps to follow will likely be provided by your internet provider. Right mouse click on any photo on the bulletin and check out the properties and you will see the addresses of where the photos are coming from. Quite simple if your provider has the service.
Note: always review your link to see if it works. Addresses to other pages can be case sensitive. Also size of picture will matter. What it looks like in your photo shop program may not be what it will look like on this bulletin board.
