Go to www.glenl.com (there are two "L"s in that URL), the site for Glen-L boat design. do a search for "Rowing Skiff"
They sell plans as well as the necessary hardware items you need to build a sliding rowing seat and the out riggers for holding the oars for a scull. You build the basic unit from wood, so construction should not be too much of a problem. The plans for the rowing seat are sold separately,(for $23) or if you buy their plans for their rowing skiff, ($35) they come with.
The hardware package for the rowing seat is $103. Plans for making your own oars are $19.
As long as you haven't bought plans for a shell yet, you might as well look at what Glen-L offers. This one is 17'2" long and built in stitch and glue fashion using 2 sheets of 4mm plywood. They also sell a frame kit, fastener kits, and kits with the glass cloth and epoxy resin for this boat.
Clark Craft also has plans for a 20 foot long cold molded rowing scull ($60) which includes plans for the oars and seats and seat rails. (www.clarkcraft.com)
