the exposed stitches would not be that great below the w/l
the 3/8 strip would be best backed by 2 side by side bits of 3/8in dowel not the 3/4. it would be of help to have double coves, then the edges would grab better and if lucky would close up gaps in sq edged panels.
the inline material raises some other possibilities:
say the deck wire was exposed and stitched every 4 in or so, then along the shear at every 3rd or 4th raise one side cross stitch and put in say 1 on ea side tight. Now have integrated deck fittings. could even raise inline if one set of 'stitches' was say 1in apart.
or say between the stitches w/ even say spectra line or thicker wire, you carved out a 1/4 inset round almost thru the shear clamp. Now have flush fittings, the appearance of the shear line continues.
if there is just a say filled line - say black epoxy or wood dust epoxy, it may be an interesting place to put tight web loops of the same colour right in the gap. then the line, the glueline are coincident. make the loops tight. more the merrier.
